Texas Appraisal District Representation

Saegert Law represents property owners before appraisal districts throughout Texas. While the firm primarily serves Harris County and surrounding areas, we can evaluate matters in many other counties depending on the appraisal district, property, legal issue, and scope of representation.

Appraisal districts do not all operate the same way. Procedures, hearing practices, evidence requirements, staffing, and opportunities for informal resolution can vary by county. Our approach is therefore tailored to the appraisal district involved rather than applying the same strategy everywhere.

Property Tax Representation Beyond Harris County

Saegert Law primarily serves property owners in Harris County and surrounding areas, but property tax representation is not necessarily limited to those counties.

Many appraisal district conferences and ARB hearings can be handled remotely, allowing the firm to evaluate and represent qualifying property owners in other parts of Texas without requiring every matter to be handled in person.

However, representation outside Harris County requires an individual review. Texas appraisal districts vary considerably in size, staffing, procedures, hearing practices, technology, and methods for resolving disputes. A strategy that works well in one county may not be appropriate in another.

For that reason, Saegert Law first evaluates the appraisal district, property, issue involved, deadlines, potential tax impact, and practical requirements of the matter before accepting representation.

Why Appraisal District Procedures Can Differ by County

We handle the property tax appeal process from assessment review to appraisal district negotiations, ARB hearings, and potential tax reduction.

Informal Review Practices

Some appraisal districts have established informal review processes before an ARB hearing, while others rely more heavily on formal hearings or written evidence.

Hearing
Procedures

ARB scheduling, evidence submission, remote-hearing procedures, and administrative practices can differ among counties.

District Size and Staffing

Large appraisal districts may have specialized departments and structured systems, while smaller districts may operate with fewer staff and different procedures.

Local Experience Matters

Effective representation may depend on familiarity with the appraisal district's processes, personnel, hearing practices, and expectations.

Because these factors vary, Saegert Law may decline matters in counties where the firm determines that it cannot provide effective or economically practical representation.

Can a Texas Property Tax Matter Be Handled Remotely?

In many cases, yes.

Texas law permits property owners or their authorized representatives to participate in ARB protest hearings by telephone conference call or videoconference when the required procedures are followed. Evidence for remote hearings generally must be submitted according to the ARB's rules and applicable deadlines.

This can make representation outside Harris County practical for certain matters.

Depending on the appraisal district and case, representation may involve:

  • Telephone conferences

  • Videoconference hearings

  • Written evidence submissions

  • Electronic document exchange

  • Informal appraisal district discussions

  • ARB hearings

  • Attorney review of appraisal records and notices

Smaller counties may operate differently. Texas law does not require every county with a population below 100,000 to provide videoconference hearings if the appraisal review board lacks the technological capability.

Property Tax Matters We May

Evaluate certain errors involving ownership, property records, exemptions, valuations, or appraisal-roll information.

Representation in
Smaller Texas Counties

Smaller appraisal districts can operate differently from large districts such as HCAD.

They may have:

  • Fewer appraisal staff

  • Different informal-review procedures

  • Less standardized online systems

  • Different evidence-submission practices

  • Fewer hearing dates

  • Different remote-hearing capabilities

  • Different approaches to commercial or unusual property types

Smaller does not necessarily mean easier or harder. It means the process may require a different strategy.

Before accepting a matter outside the firm's primary service area, Saegert Law considers the appraisal district's procedures, the property type, the amount in dispute, the available evidence, deadlines, and whether the firm can provide effective representation.

Frequently Asked Questions About Representation
Outside Harris County

Does Saegert Law represent property owners throughout Texas?

Saegert Law evaluates property tax matters in appraisal districts throughout Texas. Representation is accepted on a case-by-case basis depending on the county, appraisal district procedures, property type, legal issue, deadlines, and scope of the matter.

Do I have to travel for an ARB hearing?

Not always. Texas law permits qualifying ARB hearings to be conducted by telephone or videoconference when the applicable procedures and deadlines are followed. Available technology and procedures can differ by county. If HCAD makes an offer, it should be reviewed against the property’s comparable sales, condition issues, repair documentation, and other evidence before it is accepted. Accepting an offer resolves the protest for that tax year.

Are property tax procedures the same in every Texas county?

No. Appraisal districts may differ in staffing, informal-review practices, hearing procedures, evidence requirements, technology, and administrative processes.

Do I have to attend an HCAD informal meeting or ARB hearing?

Not always. The right approach depends on the stage of the protest, the property, the available evidence, and whether you have representation. An informal meeting is generally an opportunity to discuss the case with an HCAD appraiser before a formal hearing. If the case does not resolve, the ARB hearing is the formal stage where the property owner and appraisal district present their evidence.

Can Saegert Law handle property tax matters in smaller counties?

Possibly. Smaller counties are evaluated individually because local procedures, remote-hearing capabilities, property type, and the practical requirements of representation may differ. The strongest evidence does more than show that taxes are high. It supports a specific, lower value for the property.

Why might Saegert Law decline a case outside Harris County?

The firm may decline a matter if the appraisal district's procedures, property type, deadlines, potential tax impact, location, or resources required would make effective representation impractical.

Does Saegert Law handle delinquent property taxes outside Harris County?

The firm may evaluate delinquent property tax matters in other Texas counties. Acceptance depends on the taxing entities involved, procedural status, legal issues, and scope of representation.

Are fees different outside Harris County?

They can be. Depending on the appraisal district and representation required, a contingency fee, flat fee, or combination of both may be appropriate. The fee arrangement is explained in writing before representation begins.

How are representation fees determined?

While Saegert Law primarily handles qualifying property tax matters on a contingency-fee basis, the appropriate fee structure may vary depending on the appraisal district, property, complexity of the matter, and scope of representation. A flat fee, contingency fee, or combination of both may be more appropriate in some cases. Matters outside Harris County and surrounding areas may require a different fee structure because appraisal district procedures, travel requirements, hearing practices, and the resources necessary to handle the matter can vary. All fees are explained in writing before representation begins.
